About Company

The first formal technical education in India dates from the mid-nineteenth century. The appointment of the Indian Universities Commission in 1902, the issue of the Indian Education Policy Resolution in 1904, and the Governor General’s policy statement of 1913 stressing the importance of technical education, as well as the establishment of IISc in Bangalore, Institute for Sugar, Textile & Leather Technology in Kanpur, N.C.E. in Bengal in 1905, and industrial schools in several provinces were all major policy initiatives in the pre-independence period.

Initial Set-up

The All India Council for Technical Education (AICTE) was established in November 1945 as a national-level top advisory organisation to undertake a study of technical education facilities and to encourage coordinated and integrated growth in the country. And, as mentioned in the National Policy of Education (1986), the AICTE was given the following responsibilities:

  • Statutory authority for planning, formulation, and maintenance of norms & standards
  • Quality assurance through accreditation
  • Funding in priority areas, monitoring, and evaluation
  • Maintaining parity of certification & awards
  • The management of technical education in the country

Role of National Working Group

The Indian government (Ministry of Human Resource Development) also established a National Working Group to investigate the role of the AICTE in the proliferation of technical institutions, the maintenance of standards, and other relevant issues. The Working Group proposed that the AICTE be given the statutory authority it needs to improve its effectiveness, which would need restructuring and strengthening with the required infrastructure and operational mechanisms.
